1. LEGAL DEFENCE AGAINST AN OPPONENT WHO HAS THE BALL 
(a) Must cover the opponent's path.
(b) Give the ball carrier time and distance to avoid contact.
 
That means the defender must establish a legal position by stopping in the path of the ball carrier and allowing them time and distance to avoid contact. If the defender is still moving when contact is made then a foul is committed.
Penalty: Blocking Foul.
 
The ball carrier is then expected to stop avoiding contact or change direction. If contact is made:

2. VERY IMPORTANT
This is occurring every week and will be enforced.
 If players with the ball takes their hands of the wheels in order to shoot or pass they put at risk their ability to control their chair. In fact, they have chosen to relinquish their ability to control their chair.
Therefore the player with the ball remains responsible for the movement of their chair and if contact is made with the defence in a legal position, they have committed a foul even when shooting.
Penalty: Charging Foul.
 
Comment: The smart thing to do if shooting and a defender has taken up a legal defence is to stop, avoid contact and then shoot. If the defence then moves up to touch your chair while you are shooting they give away a two-shot penalty and get a personal foul.
